15% GST on All Imported Goods

New Zealand levies 15% GST on all imported goods. This is not optional or threshold-dependent; all goods are subject to GST. The NZD 1,000 threshold only determines WHERE the GST is collected (at point of sale for goods ≤NZD 1,000 by registered sellers, or at the border for goods >NZD 1,000). It is NOT a duty-free allowance.

The NZD 1,000 Threshold — Where GST is Collected, Not Whether

For goods valued at NZD 1,000 or less, offshore sellers who are GST-registered in New Zealand (if their sales exceed NZD 60,000 in any 12-month period) must collect 15% GST at the point of sale. For goods above NZD 1,000, New Zealand Customs collects 15% GST (and any applicable duty) at the border before release.

Critical: The NZD 1,000 threshold is NOT a GST-free or duty-free allowance. GST applies either way; only the collection point changes.

AANZFTA Duty Preferences — Rules of Origin Required

Indonesia and New Zealand are both parties to the ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA). Many Indonesian-origin goods enter New Zealand duty-free — but NOT automatically. Preferential (zero or reduced) duty applies only when goods meet AANZFTA Rules of Origin: typically ≥40% Regional Value Content of FOB value, or a qualifying Change in Tariff Classification.

A valid AANZFTA Certificate of Origin (Form AANZ) must be presented at the NZ border. Indonesia uses the First Protocol Certificate of Origin. Non-qualifying goods pay New Zealand's ordinary (MFN) tariff. For low-value personal parcels, GST usually dominates landed cost over duty.

Biosecurity — Among the Strictest in the World

New Zealand's biosecurity regime is enforced by the Ministry for Primary Industries (MPI) and is among the strictest globally. Failing to declare risk items incurs an instant NZD 400 infringement fine, with larger penalties for serious Biosecurity Act breaches.

All food, plant, and animal products must be declared. Items that do not meet biosecurity requirements will be seized and destroyed. Wood packaging must meet ISPM-15 treatment standards. Fresh, frozen, and homemade food items are heavily restricted.
