Kuwait Customs Duty, VAT Status & De-Minimis

Kuwait applies the GCC Common External Tariff framework. The customs structure is simple: 5% duty on most goods, a KWD 100 de-minimis working guideline for B2C shipments, and no VAT.

GCC Common External Tariff — 5% on Most Goods

Kuwait levies 5% customs duty on most imported goods, assessed on the CIF value (cost + insurance + freight). This is the standard GCC external rate. Certain basic foodstuffs and medical/pharmaceutical products may be exempt. Tobacco and restricted categories attract higher rates. For typical consumer goods — coffee, food, skincare, textiles, electronics — 5% is the applicable rate.

KWD 100 De-Minimis (B2C Courier Shipments)

Kuwait's customs duty de-minimis for courier and personal (B2C) shipments is approximately KWD 100 (roughly USD 325), applied at customs' discretion. Commercial (B2B) shipments have no de-minimis and are dutiable from the first dinar.

Because the exact threshold is applied case by case and is not published in English by Kuwait Customs, treat KWD 100 as a working guideline rather than a guarantee. Confirm the landed cost with IndoShip at the time of ordering.

NO VAT in Force — Kuwait is One of Two GCC States Without VAT

Kuwait has NO VAT in force in 2026. Although Kuwait is a signatory to the GCC VAT Framework Agreement (2017), it has not enacted VAT. Kuwait is one of only two GCC states without VAT, alongside Qatar. Other GCC states (Saudi Arabia, UAE, Bahrain, Oman) all implemented VAT between 2018–2020, but Kuwait has repeatedly delayed, citing political opposition and cost-of-living concerns.

The current government development plan does not include VAT, and implementation is not expected before 2028. This means the total import cost is simpler than in Saudi Arabia (15% VAT) or the UAE (5% VAT): only shipping plus 5% duty (if above KWD 100), with no VAT layer on top.

DDU Shipping — Recipient Pays on Arrival
