Qatar Customs Duty, De-Minimis & Excise

Qatar applies the GCC Common External Tariff framework. The customs structure is relatively simple: 5% duty on most goods, a QAR 1,000 de-minimis threshold, and no VAT.

GCC Common External Tariff — 5% on Most Goods

Qatar levies 5% customs duty on most imported goods, assessed on the CIF value (cost + insurance + freight). This is the standard GCC external rate. Certain goods may have higher or lower rates depending on the specific HS code, but for typical consumer goods — coffee, food, skincare, textiles, electronics — 5% is the applicable rate.

QAR 1,000 De-Minimis — Most Personal Shipments Clear Duty-Free

Shipments with a customs value at or below QAR 1,000 (approximately $273 USD) generally clear without customs duty. This is the courier/personal-shipment threshold and applies per consignment, not per item.

Important: If your total CIF value exceeds QAR 1,000, the full consignment is subject to 5% duty. Plan your shipments to stay under this threshold where possible.

No VAT in Force (2026)

Qatar has no VAT in force as of 2026. Although Qatar is a signatory to the GCC VAT Framework and a 5% VAT is expected eventually, it has not been enacted. There is currently no import VAT on shipments into Qatar.

This means the total import cost is simpler than in many other destinations: only shipping plus 5% duty (if above QAR 1,000), with no VAT layer on top.

Excise — Sin/Health Goods Only

Qatar applies excise tax only to specific categories: tobacco products, energy drinks, and sweetened beverages. These excise taxes do not apply to general parcels, food, clothing, skincare, electronics, or any other ordinary merchandise. DDU Shipping — Recipient Pays on Arrival
