What Changed in 2026
Three major shifts reshaped international customs for packages leaving Indonesia in 2025 and 2026, and anyone buying from Indonesian sellers should understand them before shipping.
The biggest change: the United States ended its long-standing $800 de-minimis threshold on 29 August 2025 under Executive Order 14324. Before that date, most personal imports valued under $800 entered the US duty-free — a rule that made small-package international shopping simple for American buyers. After that date, duty can apply from the first dollar, and the calculation changed for every package.
The second shift arrived in February 2026, when the US-Indonesia Agreement on Reciprocal Trade took effect. Under this agreement, approximately 1,819 Indonesian-origin tariff lines — including coffee, cocoa, spices, and palm oil — enter the United States at 0% duty. Most other goods from Indonesia now face a rate of roughly 19%, down from the previous 32%. This is a substantial reduction for non-food categories, but it still means a meaningful customs charge on higher-value orders.
The third shift is unfolding in Europe, where the European Union is phasing out its EUR 150 duty exemption across 2026 to 2028. Once that phase-out is complete, all imports from outside the EU will attract duty regardless of value, eliminating a threshold many European buyers have relied on.

The End of US De-Minimis
The US de-minimis elimination is the single change most likely to affect buyers because the United States is one of the largest destinations for Indonesian goods. Under the old system, a package valued at $200 or $500 entered without duty — the $800 ceiling covered most personal purchases. Now, with de-minimis at zero, every declared value can incur duty.
What this means in practice: a $50 snack order or a $120 skincare haul is now within scope for US customs assessment. The actual duty charged depends on the product's HS code and the officer's classification, so two orders of similar value can produce different outcomes. Why Indonesian Coffee and Spices Are 0% to the US
One category of Indonesian products escaped the de-minimis elimination entirely: food ingredients covered by the reciprocal trade agreement. Indonesian-origin coffee, cocoa, spices, and palm oil are among the roughly 1,819 tariff lines that enter the US at 0% duty as of February 2026.

These are country-level estimates. The actual amount a customs office assesses depends on the specific HS code of each item in the package, the officer's classification, and any bilateral agreements in force at the time of import.
