Vietnam Customs, Import VAT & ATIGA Duty Preferences

Vietnam's import framework has two key components: customs duty (where ATIGA can eliminate it entirely for Indonesian goods) and import VAT (which applies regardless of origin or value since February 2025).

ATIGA — 0% Preferential Duty for Indonesian-Origin Goods

Under ATIGA (ASEAN Trade in Goods Agreement), Indonesian-origin goods that meet ATIGA rules of origin qualify for 0% preferential import duty with an ATIGA e-Form D. This is a duty preference only — import VAT still applies regardless.

For goods that do not qualify for ATIGA (or where a Form D is not provided), Vietnam's MFN (Most-Favoured-Nation) duty rates apply. These vary by HS code — typically 0–30% for consumer goods. IndoShip handles the ATIGA paperwork where applicable.

Import VAT — 8% Through End-2026 (10% Statutory)

Import VAT applies to virtually all imported goods. The operative rate is 8% through 31 December 2026 under a temporary reduction (Resolution 204/2025). The statutory standard rate is 10% — it reverts to 10% after the temporary measure ends. VAT is calculated on the CIF value (cost + insurance + freight) plus any customs duty due.

Low-Value VAT Exemption — Abolished February 2025

Effective 18 February 2025, Vietnam abolished its VAT exemption for low-value imported goods under Decision 01/2025/QD-TTg. Previously, parcels valued under VND 1,000,000 sent via express courier were exempt from import VAT. That exemption is now gone.

This means: even small or low-value parcels now incur import VAT. Budget for 8% VAT on the CIF value of every shipment to Vietnam — there is no de-minimis relief for VAT.

DDU Shipping — Recipient Pays on Arrival
