Customs clearance note: DHL Express handles customs pre-clearance, which can speed up the process at the UK border. Economy shipments (Pos Indonesia EMS) may require the recipient to interact with Royal Mail or Parcelforce for duty/VAT payment before final delivery.

UK Customs Duty, VAT & the DCTS Window

Since leaving the EU, the UK applies its own UK Global Tariff (effective 1 January 2021). There are three separate things to understand: the £135 consignment-value threshold, UK import VAT, and Indonesia's current Developing Countries Trading Scheme (DCTS) status.

£135 Consignment-Value Threshold

For goods with a consignment value at or below £135 (~USD 175), VAT is collected at the point of sale by the seller or online marketplace — not at the border — and no customs duty applies. For goods above £135, import VAT and any customs duty are collected at the border by the carrier (you pay before delivery). This threshold applies per consignment, not per item.

20% UK Import VAT — Applies Above £135

UK import VAT at 20% applies to consignments above £135 (some foods and children's items may qualify for 0% or reduced rates). Below £135, VAT is collected at the point of sale by the seller or marketplace — this is relevant if you're buying from a platform that handles UK VAT. For Personal Shopper purchases, the item is bought in Indonesia (no UK VAT at point of sale), so if the consignment value is above £135, 20% VAT will be collected at the border on the customs value plus any applicable duty plus shipping costs.

UK Global Tariff — Typical Duty Rates

Above £135, customs duty applies at UK Global Tariff rates, reduced by Indonesia's DCTS status in 2026:

  • • Textiles: ~8–12% (approximate; varies per HS code)
  • • Clothing: ~12% (approximate)
  • • Electronics: 0–4% (approximate)
  • • Skincare / cosmetics: 0–6% (approximate)
  • • Roasted coffee (HS 0901.21): reduced under DCTS in 2026; UKGT rate from 2027-01-01
  • • Green/unroasted coffee (HS 0901.11/0901.12): 0% — duty-free for all origins permanently

Indonesia's UK DCTS: Ends 2027-01-01

Indonesia is a beneficiary of the UK Developing Countries Trading Scheme (DCTS) under the Standard Preferences tier. Under DCTS, many Indonesian exports to the UK benefit from reduced or zero duty rates.

Four product chapters excluded since 1 January 2026: Chapter 15 (fats & oils, including palm oil), Chapter 46 (basketware/wickerwork), Chapter 64 (footwear), and Chapter 92 (musical instruments). These face the full UK Global Tariff regardless of DCTS.

Important: Indonesia graduates out of UK DCTS entirely on 2027-01-01 due to upper-middle-income status. From that date, all goods from Indonesia will be assessed at standard UK Global Tariff (MFN) rates. 2026 is the last full year to benefit from DCTS-reduced rates on eligible categories.

The coffee distinction: Green and unroasted coffee (HS 0901.11/0901.12) is 0% duty for all origins — this benefit survives the 2027 DCTS exit. Roasted coffee (HS 0901.21) currently receives reduced duty under DCTS, but will revert to the full UK Global Tariff rate from 2027-01-01. UK 20% VAT applies to coffee above £135 regardless. DDU Shipping — Recipient Pays on Arrival

IndoShip ships DDU (Delivered Duty Unpaid). This means the recipient in the UK is responsible for paying any applicable duty and VAT to the carrier or HMRC before final delivery. DHL typically notifies the recipient by email with a payment link; Royal Mail/Parcelforce (EMS) may hold the package at a local delivery office.

The UK enforces its own import prohibitions post-Brexit. HMRC and Border Force inspect packages and undervaluation or misdeclaration can result in seizure. The most important category for Indonesian shipments:
