Mexico Customs: What Applies
Parcels from Indonesia to Mexico are cleared under SAT (Servicio de Administración Tributaria) rules. What applies as of 2026 (verified against SAT and carrier regulatory sources, August 2026):
- No duty-free threshold for Indonesian goods: Mexico eliminated the USD 50 de-minimis for non-USMCA origins on 2025-01-01. Simplified courier entries (up to USD 2,500) from Indonesia pay a flat 33.5% composite rate from the first peso — covering duty, IVA, and the customs processing fee (DTA). The 33.5% rate has applied since 15 August 2025.
- The elevated tiers you may read about elsewhere are USMCA-only: the duty-free-to-USD 50 and reduced-rate tiers apply to US and Canadian origin goods, not Indonesian parcels.
- Formal entries (over USD 2,500): duty by HS code under Mexico's MFN schedule, plus 16% IVA on (CIF value + duty), plus roughly 0.8% DTA. Indonesia has no FTA with Mexico, so full MFN rates apply. A customs broker is required above USD 2,500; importer registration (Padrón de Importadores) applies from USD 1,000.
- Receiver identification is MANDATORY: RFC (or CURP) for every shipment regardless of value — enforced since January 2025. Foreign nationals may provide a passport number, home-country tax ID, or SSN instead. Without valid ID the parcel cannot use the simplified courier lane and may be rejected or returned. Full name, complete address, valid phone, valid email, and a detailed goods description are also required — generic terms like "gift" or "miscellaneous" are rejected.
- Clearance posture: document everything and expect longer clearance times. The 2025 reforms added mandatory electronic data transmission within 24 hours of arrival and strict description rules; precise handling times are not verified.
- Pos Indonesia weight cap: destination-specific; the cap for Mexico has not been probed — no figure is asserted here.
The working rule for any Mexico-bound parcel: the receiver pays what the entry lane charges — for a typical parcel, the flat 33.5% composite on the declared value — and missing receiver identification is the single most common way a shipment fails.
Import Duty Context for 2026

- 2026 tariff increases target non-FTA origins: roughly 1,463 tariff lines were raised in January 2026 (textiles, food, consumer goods; increases of 5-50%) and 185 more in April 2026 (textiles, chemicals, furniture; 5-35%).
- Coffee: 5-25% MFN depending on the HS subheading (green vs roasted).
- Textiles and apparel: 20-35% MFN — and countervailing duties on textiles and footwear from certain Asian origins can add 20-66% on top. A material consideration for batik and clothing shipments.
- Processed food: 15-25% MFN.
- Cosmetics, personal care, footwear: subject to the 2026 increases; exact rate per HS code via SAT's SIAVI lookup.
Under the 2026 "Materialidad" reform, customs agents may reclassify personal items as commercial merchandise if they appear intended for resale, with fines up to 300% of declared value. Remove price tags and original retail packaging from new items before shipping.
Prohibited and Restricted Items
Mexico-specific prohibitions beyond the standard international list (narcotics, counterfeits, weapons, endangered-species products), verified August 2026:
- Vapes and e-cigarettes: total federal ban since 16 January 2026 — all electronic smoking devices, e-liquids, pods, and disposables. X-ray screening is active and on-the-spot fines apply.
- Pseudoephedrine-containing medications (Sudafed, Claritin-D and similar): strictly prohibited — classified as a controlled substance.
- Fresh fruits, vegetables, meat, and dairy: prohibited on biosecurity grounds.
- Used clothing in commercial quantities: prohibited.
- Firearms and ammunition: even a single stray bullet casing is a felony offense.
Restricted — permit or declaration required:
- Prescription medications: original labeled bottles, maximum 90-day supply; COFEPRIS prior authorization for controlled substances — ADHD medications (Adderall, Ritalin) need COFEPRIS approval, a prescription alone is insufficient.
- Cash over USD 10,000 (combined family total): must be declared.
- Drones: IFT (Federal Telecommunications Institute) registration.
- Plants and seeds: SENASICA phytosanitary certificate.
- Pets: zoosanitary certificate from SAGARPA.
