The small-order exception (and why it doesn't last)

This is the part that confuses people. Shopee's risk system weighs the transaction amount: a $6 phone case on a foreign card might sail through, so you conclude "foreign cards work on Shopee!" Then the $75 sneakers get declined, or your third order triggers a block on the card entirely.

Risk scoring is cumulative. Every successful foreign-card transaction raises the scrutiny on the next one from the same card and account. People who "made it work" almost always describe the same arc: one or two small wins, then a wall.
